Given the impedance matrix and the percent of the line spent in each transposition relation (ABC, CAB, and BCA).

Zeq (array_like) – Per-Length (or total length) line impedance in ohms.
fabc (float, optional) – Percentage of line set with phase relation ABC, default=1/3
fcab (float, optional) – Percentage of line set with phase relation CAB, default=1/3
fbca (float, optional) – Percentage of line set with phase relation BCA, default=1/3
